"Biblical texts" are the only evidence of Christ teachings. They also tend to see "love thy neighbor" as literally only involving those within the community, and only selectively from outside of the society.
Simple logic dictates that while all Christ's teachings are from biblical texts, not all biblical texts align with Christ's teachings. And they don't tend to exclude anyone from "thy neighbor", at least not in Christ's teachings.
