I think there is no lower limit for his behaviour. It seems as if he just does what he wants and sees if anybody is going to stop him and unfortunately people with the power to do so just stand aside.

The US is totally fucked inside 6 months unless it fights back, after that he may have taken control of everything ... see Germany 1930s , it gets to a point where getting control back from a Dictator is not possible.
