I don't believe that bullshit. Looking at that diagram I see less housing not more because of a lack of stairwell. One of those diagrams has 10 housing units, the other has 3. It's hard to use lack of housing as the reason for this but lack of appropriate housing? (too many studios, not enough 3bd)
My first job out of college was compiling statistics for a city fire department. I would never live in a building without a second means of egress. Fire escapes on the outside--fine. Expecting a ladder truck to show up for those who can't get to a single staircase--no.
Check death rates from fires in Europe vs the US. You'll see how much safer our double stair requirements keep us.
America is a big outlier on this. I live on the 20th floor of a single staircase building, it's been fine.
