The beach was only about 40% full on Labor Day because the carrying capacity of the beach is giant mansions, tiny dilapidated duplexes and street parking. And I don't think there's anywhere in America that's as racially segregated as Los Angeles County within 5 miles of the ocean.
If you went anywhere else on planet Earth and told them that society should spend considerable resources ensuring that the only way to access a beach is via a private automobile, they would rightfully put you in a straightjacket.

Laguna at least runs free shuttles from remote parking down to the beach for those who don't want to sit in traffic.
