Is the implication that narrative truth (fiction) outweighs or supersedes Truth, as in "fact"?

We prefer strong fictions because they are coherent and offer final answers, while weak truths (that actually describe our circumstances) are inconsistent, incoherent, and tentative. Their only positive trait is that they are true.
