It's not debatable. An attack on a sovereign state, especially one considered to be at war, is an act of war. But let's look at it another way. Russia bombs a US nuclear site, is that to be considered an act of war, or just an "operation "?
It would have to require us to say it's an active war and retaliate. If we do nothing is it a war? Either way that wasn't the point, many operations have happened over the years and they were not called wars.
