A brindle colored quarter horse stallion is a known example of that kind of chimera. He looks striped with bars running down his sides of white, brown and black. He can't pass that along, because it's caused by the oddity of really being two horses with different coat colors! 5
The even stranger coat colors that don't get inherited are seen in some chimeras. That kind of chimera is an animal that is really two fertilized eggs that got merged immediately after fertilization into one and somehow survive to be a normal appearing animal. /4
Some unusual coat colors in animals can happen that aren't passed along. Those are ones that are caused by something goofy that has happened as the fetus develops that isn't a mutation but switches off (or on) pigment from an unknown cause. /3
Blue eye color in people is like that. It doesn't express if a person inherits a brown eye color gene from one parent and a blue eye color gene from the other. That blue gene can get passed along for generations and finally surface when a child inherits a blue eye color gene from both parents. /2
The answer unfortunately is "it depends on the mutation." Genes don't actually skip. They either get passed along or they don't. However, whether or not a coat color gene actually affects the color when it's passed along can also depend on other inherited coat color genes. /1

The insurance companies can reserve for what their models show. It's a choice. Instead they appear to be looking only to insure properties at extremely low risk of any covered events. That's not what insurance is supposed to be. You spread the risk across large pools and reserve.
