Trump cannot dictate that individual states cannot vote by mail. The authority to regulate voting methods, including mail-in voting, lies with the individual states. Each state has the power to establish its own voting procedures, including whether to allow mail-in ballots.
This is a perfect example of an effective influence campaign. After a meeting with Putin, where Putin questioned the legitimacy of mail-in ballots, Trump launches a campaign to end mail-in. I don’t think many people understand how easy it is to puppeteer Trump.
