Raptor rescuer here in the States. Even if there isn't a Center near you, use the list to call and see if there are rescuers near you who can arrange a transport relay once the heron is safely rescued and contained.

I feel ya about the dev team. A few years ago had an e-commerce client give up on SEO because the dev team had the ear of the C suite. I was so disgusted.
Based on your description, these gains are huge for your client. Hopefully the stats continue to show improvement. When I do audits with these issues, I also typically see similar gains, and it takes months to see them.
