It depends, but dry is rare. There's not a lot of rain in the summer. And when it rains, it can often not cool the air enough to break a heat wave, so it gets humid after. If you're close to a large river, it can get quite humid. We had between 30-50% humidity, and 28-35°C in July this year.
And if you use any public transit here, I recommend looking into the "Deutschland ticket" (germany ticket). Costs 58€ per person, but you can take all buses, street cars, and trains (except IC and ICE, the white ones) for one whole month.
Fair warning: Hotels usually have weak AC, supermarkets have good AC, and most other buildings do not have AC in Germany. Trains have AC but never turn it on. So if you are weak to heat stress, make sure to look for the next grocery store!
