Philly police don't do chases any more since an entire family of pedestrians (mom, dad, baby in stroller) were run over and killed by one of the cars involved in a police chase, sometime around 1990. Let's hope the Feds change their policy before that happens in DC.

The 14th Amendment says explicitly that House seats are apportioned by the "whole number of persons." Elsewhere, the Amendment discusses citizens, but here it chooses to use "persons." It was passed in order to overrule the 3/5 clause or any other similar way to avoid counting all people.

I enjoy a walk to get an espresso or latte around 3 or 4 in the afternoon. The closest place to me is open, but doesn't have an espresso machine. The second closest has espresso, but closes at 3PM. I need to walk all the way over to the third closest place, which is open until 6:00. Suffering!
