The proposed septa operating funding literally takes from the money earmarked for capital investments, aka the upgrades you want! So if you think septa should be upgraded you probably should be yelling at the people trying to prevent that.
Also European rail systems are mostly run at a loss or subsidized with the understanding that a small loss is worth the mobility and economic activity the trains help generate (similar principle to Costco hotdogs) They upgrade because everyone is fine with the upgrades and don’t block them like us
Do you know how much more that would cost than the budget they are given? Even if they were to cut upper management salaries they still wouldn’t be able to afford that with what they’re given - not to mention with tariffs upgrading track components/machinery is even more expensive

This is something I've seen living in the more desperate developing countries. All kinds of resources are spent on security and "law enforcement", which leaves little to nothing for education, housing, healthcare, etc. It's lose-lose, a fool's errand, a dead-end. The USA is dedicated to this now.

Archival librarians… maybe restoration was the wrong word and preservation was a better word for what I’m talking about but my university library had a bunch of them for the rare books collection and they were keeping them from literally disintegrating
