Yeah, the DC area definitely has the highest concentration of companies with ICE contracts (and any other type of federal contract, I'd imagine). Makes sense given that many of these companies exclusively or primarily do business with the federal government.

It's important that you set expectations on timelines. Land use appeals are a multi-year process, even when dealing with local entities. Adding the Federal government to that is another layer of complexity. LUBA appeals can take 6 months to file and another 6-8 months for a decision to be returned.
Hypothetically if Council does something to change the way that building operates, the decision would likely be appealed to LUBA the Land Use Board of Appeals and the final determination would rest with them.
This is oversimplified but essentially, once an investigation is done the evidence goes to Council to make a determination on the permit based on the facts. I am waiting to review all the evidence before making a decision, as should any councilor voting on this (lest they be exempt from the vote)
Right now the permitting department is investigating the complaints coming in. They’re legally required to answer each complaint so flooding them with the same information slows down the process. If you have new concerns, definitely file those. If you’re repeating information, you’re slowing it down
