I figured out my problem. I’d seen “City Edition: Berlin” and just assumed it was a sourcebook. I see now that it’s the core rules with a few dozen pages of sourcebook material appended at the end. I picked it up on the DriveThruRPG September sale, and it looks like a fun read

This thread from Anne makes it occur to me that D&D sessions are a decent opportunity to teach middle schoolers the basics of consent culture, well before any of them recognize its application to human sexuality, so that seeking and gaining consent is already second nature from game play
