It wouldn’t kill it. Byrd rule violations have a senator raise a point of order objecting to it. If the parliamentarian agrees then they have it separated as a separate 60 senator vote and if that fails they just remove it. Like they did earlier when they didn’t even try the vote
Also even some republican states so have gac for adults on Medicaid or aca plans. In the case of Montana gac is protected by the state constitution so as long as there’s no federal ban Montanans can access gac.
It’s not academic because when with the cuts there will be tens of millions of people on Medicaid and other ACA plans (which would also be affected!) and the SC decision wouldn’t effect blue states which keep gender affirming care on Medicaid.
