I think most of these people either lack empathy or insight into their impact on other people. They may have damaged their prefrontal context from starting drugs or alcohol at an early age, or have ongoing addiction issues, or just bad genes.
The distinction is that for some people, their brain is not completely developed until roughly 21-25. So, take it easy on the drugs and alcohol if you're under 26, especially. And parents (or bosses), sometimes young people under 26 need less pressure and backup along with responsibility.
