There are. If you're overtaken you are not allowed to draft behind the rider catching you or their car etc. (You're also not allowed to draft in general other than in the brief process of overtaking a rider in front.)

I think it's important that it can't stand alone, but with UN concluding that this is an active ongoing genocide and with ICJ having arrest warrants out for several of the Israeli regime's top officials (past & present) for war crimes, a cultural/sports embargo can be another valid pressure point.

Lastly there is also a factor of "rings in the water"/"the first snowball" in regards to protests and their impact at large. Spain announced yesterday that their men's national team won't participate in the upcoming FIFA world cup if Israel isn't banned. Spain is reigning European champs.
Simultaneously the race (Kiko Garcia, not Javier Guillem) and the Spanish government have been speaking fairly openly about the issue being IPT participating and how IPT specifically requires heightened police protection too. This mirrors how IPT was the only team experience protests in the TTT.
As someone who follows the BDS movement pretty closely, their communication and analysis of cycling's IPT shaped problem during a genocide goes back to at least the spring of 2024, with repeated calls to UCI to at least be consistent between the Russia2022 situation and now. So some are informed.
Cultural/sports embargo were a major tool in the global push against South Africa's apartheid as well, and in more recent times, IOC and UCI were incredibly quick to insta-ban teams/federations (and some athletes) affiliated Russian and Belarus in March 2022. Gazprom was banned, why not IPT?
Adjacently it coincides with a lot of debate around Israel in relation to UEFA/FIFA, the Eurovision and a large scale call for artists to join a cultural embargo on the state in question. The Vuelta protests on the final day even made it to front pages and the Emmy red carpet interviews too.
In cycling specifically the protests are also tied directly to the continued participation of a team with the explicit mission statement to "promote the positive image of [the genocidal regime nation] world wide" (a statement backed by the prime minister of said state posting similarly on twitter...

Mine was just an off the cuff comment. They signed Kooij on a mega contract for a sprinter, and he's partially/primarily (depending on sources) leaving Visma because he's obviously never gonna go to TdF as a prioritised sprinter there. So not making him a prioritised sprinter in Tdf would be weird.

Ride yes. Focus on GC, not yet. Dude is still 18. That's a longer term project. He can easily ride it and they can still focus on Kooij in TdF anyways. That's it. You don't sign a young sprinter on the most expensive 3-yr contract for a sprinter in the sport only to break the TdF promise in year 1.
