There's an argument to be made for anything enriched past 20% being "weapons grade" but you'd need 100s of kilos of it to go critical all at once. (This is only mathematically "possible") To supply a reactor and build a weapon would require more raw material than even the U.S. could hide.

So to make one Little-Man sized bomb, just under 20% of the global annual supply of uranium ore had to make it to Iran? And that's just to have enough U235 in raw material, to say nothing of being able to actually enrich it if you only had the bare minimum.

That comes out to within a rounding error of 9 kilotons of ore. Accounting for probable losses, you'd be lucky to get it out of 9 kilotons. Yes I know there's some play in these numbers as I've accounted for 100% enrichment, not 90%, but at best that saves maybe a kiloton of the 9 you need.
Theoretically you could make a warhead with 20% enriched... if you had a few hundred kilograms of it. So let's do some napkin math. For every metric ton of ore, you get 7.2 kilograms of the fissile isotope. To build Little-Man, you need 64.
You have two isotopes that differ by the mass of 3 neutrons. You allege it's easier to go from 60% to 90% than from ore to 60%, maybe, people smarter than me think so, but there's still this teensy little issue of raw material. Ore is 0.72% U235 on average, and volume definitely matters.
The answer is in ICE's selection of targets: * Democratic politicians in public * Immigrants attending court hearings, at work, or at schools None of those people will be armed. On the flipside, ICE is scrupulously avoiding raids on cartel affiliates, drug dealing sites, etc. They might be armed.
