It depends on the city. Usually, it's a community service thing, especially along freeways. My city, Hillsboro, also employs custodians and landscapers to keep things clean, at least in the city center.

When I was in Navy basic training most recruits did not pick-up trash from the ground unless they were in trouble. We called them "Restricted" & you had to do something really bad to get placed on restriction. Those of that status wore a Restricted label on their uniform & it was demeaning.

Oh I'm not in the National Guard but I've talked to enough veterans to know that the sense of duty only gives you so much runway before they hate you for turning them into props. NGs are a lot closer to civilians to boot so they vividly understand the whole prop angle and live that.

I also kept up with a lot of different NG news following Texas Operation Lonestar where Texas governor Abbott used them as props to this day on a peaceful part of the border. The most action they saw was seeing immigrants get tangled in barbed wire and drown between being bored out of their minds.

It got so bad multiple National Guardsmen committed suicide and last I bothered to learn a year ago was that they were, just now, getting to the point of starting to push for mental health resources, with basically 0 help from Texas as a state as Republicans don't believe mental health is real.

My father was in the military, I've talked to and been around lots of vets, I've met NGs and it truly can't be understated that every single one deployed to DC KNOWS they're there as a prop, and some are cool with that, but a lot are pissed and bored.

Most of the wording I've read while trying to make sense of the LA deployment, seems to be specifically worded to prevent deployments dealing with civilians. Because the wording explicitly allows deployments to e.g. clean up after a natural disaster, this might be broadly interpreted as POTUS power.

Don't get me wrong, strange flex and a huge waste of tax payer money, but if president's threat against DC had to be walked back all the way to, "National Guard are picking up trash while wearing hi-viz jackets," and military hating this even more than we do, this might be going sideways for Trump.

This perfectly illustrates how little republicans, especially elected republican representatives and senators, care about military service. They don't stand for anything they say they do and they stand for everything they say they don't. A government populated by lottery could do no worse.

This is a bigger thing. Policing up trash is part of the duty and I've done it after field exercises and ranges and just around the barracks when it was my turn. But I was never used to intimidate part of the American people.

Definitely. As a non-smoker I have picked up cigarette butts beyond count on course and after exercises. I'd have zero problems with once a year day deployments as service to the community to pick up trash in public spaces, but what's going on right now is unconstitutional.

A lot of communities have a program where streets or parks are adopted by groups who maintain them. Sometimes people who are sentenced to public service do cleanup.
