It is the same for Chicago. The guns are not from Illinois - a place with fairly strict firearm regulation. Instead surrounding states flood Chicago to be flooded with guns (Iowa, Missouri, and Indiana). So getting guns off the street is almost impossible. It’s living next to the manufacturer
