The reason is that any time America wants to build something, dozens of corporations need to be involved and they all have to not only be paid to build it, they need to make a profit, their executives need a bonus, and the shareholders need a buyback program. This is the inefficiency of capitalism.

You're drawing a line that purposely excludes the kind of illegal activity that the US engages in, neocolonialism. The US has been part of some 80 coups/attempted coups. Since 2000 we targeted: Haiti, Venezuela, Honduras, Paraguay, Bolivia, Egypt, Bangladesh, Pakistan, and even Ukraine in 2014.
