Socialism doesnt preclude free markets or competition, the people doing it just have to have control over the profits from their own labor. The testical exploder 9000 isn't inheritly good or evil, it just depends on if you use it to explode testicals.
Socialism is about the power to benefit from your labor being in the hands of the workers, not owners who extract value from labor. Social programs can mimic the desirable aspects of socialism under capitalism, and it can be a desirable component of Socialism, but it isn't really fundemental.
