This is the result of our careless willingness to illegalize fundamentally harmless behavior. When the law is against good people, the only people who sign up to enforce it will be bad people. So of course they're not going to respect goodness and preserve peace. They hate both those things!
Why not just not have that arrangement though? Fix it so we don't all go down if the people who don't even like us go down.
