As to why Intel wanted this: Intel is dying: their CPU business is faltering, they are nowhere in GPU/HPC, and their foundry is nowhere. Intel has no hope of surviving the coming recession. PC sales are going to plummet and x86 CPUs are 60% of Intel's revenue and Intel has basically no reserves

There are arguably good public policy reasons for the US to have a stake in a foundry, but _Intel doesn't have a viable foundry_ and doesn't look likely to produce one soon, even with grants or other investment, so they're just a bad candidate that and there's just no statutory basis for the deal

The best way to get Trump to do something is to put an idea in his head and make him think that you'd hate it if he did that. There's no doubt that Tan is smart enough to figure this out and maneuvered Trump into giving Intel exactly what it wanted

Profile picture Kelly Kinkade (rome of oxtrot) (@ab9rf.bsky.social) reply parent

Shrug. Trump ignoring the law is fairly normal. It's clear that Intel believes that converting it to an equity transaction exempts them from future oversight or the risk of a clawback. I totally agree that there's no statutory basis for any of this

Profile picture Kelly Kinkade (rome of oxtrot) (@ab9rf.bsky.social) reply parent

I think this has a lot to do with Lip Bu-Tan being way smarter than Trump here. The timeline makes it clear: five days ago Trump wants Tan fired, then he meets with Tan, and then after meeting with him mumbles about how the US should get 10%, and then it happens. Clearly, Tan played Trump and won

Profile picture Kelly Kinkade (rome of oxtrot) (@ab9rf.bsky.social) reply parent

Oh, yes, I agree with that 100%. But I don't agree with characterizations of this as "extortion of Intel" because I'm fairly certain that Intel effectively proposed the deal and Intel, or at least its executives and board, are the main beneficiaries of it

Profile picture Kelly Kinkade (rome of oxtrot) (@ab9rf.bsky.social) reply parent

No, they weren't. They were likely to fail to meet the requirements for continued funding under the CHIPS Act and were actually at potential risk for clawback. CHIPS Act grants are not unconditional; they're contigent and have clawback provisions. Intel wanted to escape that risk.

Profile picture Kelly Kinkade (rome of oxtrot) (@ab9rf.bsky.social) reply parent

I don't think there was any "extortion" involved; I think Lip Bu-Tan was the originator of the proposal and that he talked Trump into it. Intel is dying; the deal is hospice care, at public expense, so Intel can die more gracefully and its executives can walk away from the corpse in greater comfort

From what I could gather, the US would in fact be entitled to its share of Intel's dividend payout (which has historically been 12.5 cents per share per quarter, so around $215 million a year), but of course dividends are not guaranteed, especially when a corporation is in the course of falling over

I clicked "view media" after searching for bears, expecting bears, and it tried to give me over 66 million photos of mostly herbarium specimens and I think a sponge on the bottom of the ocean. I guess if it defines every living thing as a kind of bear, then there would be a lot of bears

I asked iChatBio how many kinds of bees are in Florida and it says there are none. Couldn't have made this up if I tried

I ask iChatBio IChatBio replies that there are zero bee species listed from Florida using

indeed, no ICE officer would go within ten miles of an actual gang member. they're all far too cowardly for that

ICE's fundamental operating premise is that all non-white people are inherently criminals until proven otherwise beyond all possible doubt

any attempt by state or local authorities to prosecute a federal officer for acts that took place in the performance of their duties can be removed to federal court where a federal judge will then be asked to consider whether the officer's actions were privileged by federal law

they're in on it. if anything, they've been telling lies to their superiors for years to keep their superiors from knowing what they really do. and now they don't have to because their superiors are on board with it, unlike in past administrations

also being too smart or too educated is disqualifying to be a cop. they don't want smart, competent, or observant people; they want people who will be violent on command

The only change is that ICE is no longer being required to hide their racism. They've always been like this, they've just been more careful to hide it in the past

Look I will oppose Gavin Newsom vociferously for the presidency because he's willing to sell vulnerable folks out but a popular front against dictatorship means putting up with people you don't like so long as they're willing to fight dictatorship and he's fighting so I guess he's part of the front

The CHIPS grants had oversight and clawback provisions which Intel is now excused from, and they didn't have to meet qualifying requirements that, from what can be intuited from Intel's SEC filings, Intel was not likely to be able to make. So this seems like a win for Intel to me

Intel gets at least $8.9 billion cash, the US gov't gets a 10% stake. Seems to me like Intel now has a lot more money with which to fund golden parachutes.

In fact, executing a search warrant on the home and office of a target of the investigation is not the "very early stages" of a complex white collar investigation. Unless you're a total dipshit.

my personal take is that this is Intel's board and C suite grabbing a bucket of cash to weave their golden parachutes out of. i personally expect that that 10% share will be essentially worthless relatively soon

I've seen it suggested that Intel hasn't met the legal requirements to receive all of the money it was hoping to receive under the CHIPS Act, and might even be subject to a risk of clawback for some of the money it has already received

Also Intel is virtually certain to get looted by corporate raiders in the next year or so which means the 10% share the government got for that $8.9 billion (or $11.1 billion, hard to be clear which) will likely end up being an empty bag. Intel C suite are all writing their exit strategies now

Intel has been financially shaky for years and is floundering. It's increasingly apparent that the future of microprocessors is not going to be the x86 platform, which is >60% of Intel's revenue. With the news that their foundry is going nowhere fast, they're on life support at this point anyway

Trump was threatening to cut them off from the money they were supposed to get under the CHIPS Act, so they negotiated a scheme in which they sold the Government a 10% non-voting passive stake in exchange for the promised money plus a bit more, along with essentially zero oversight
