When you're in opposition, it's easy to be a naysayer; when you're in government all pretence at being bold and innovative is replaced by the politics of Pragmatism(as taught, behind closed doors, by Think Tanks and Media dictates).
Pre-ECHR, rights were almost completely at the whims of the current parliament - which doesn't always represent public majority. The Bill of Rights of 1689 could be very easily abolished by parliamentary majority. The ECHR created a set of rights that have an external guarantor. That's the point.
