I think the major difference is that every other nation that has tragedies tries to prevent the same thing happening again. The USA insists on doing nothing. When I was a kid our gun was unlocked in the truck too. Now it needs a trigger lock (& licensing etc) and I’m absolutely ok with that.

Having a very arthritic parent & now having back issues myself, I still expect if you’re mobile enough not to require handicapped parking, you can return the cart. If a cart left near a handicapped parking spot it’s understandable since the corral is usually far. Otherwise order curbside pickup
