I still don't understand how it came to be common practice to work unpaid hours. That's similar to internships for new grads in some professions. Where has CUPE been to allow that to happen? There was another process that CUPE could have advised ... work to rule. It's been used many times before.
While CUPE got them a "deal", relatively quick, I wonder what the impetus was from both sides. It was reported that they were at a stalemate which resulted in the gov't stepping in. And as members are only allowed to vote on the wage portion, that seems very odd.
