I didn't read it but I will. Google pretty much had a conglomerate. I don't think anyone paid that much attention at first and when people realized it was a problem, it was too late. The solution they came up with was, you can keep doing what you're doing, you just have to pay to keep doing it
I don't think they did enough to set Google back significantly in any area, but I also don't know what they could have done. This has been going on for years already. There wasn't an easy fix to this that was going to make people happy without a lot of litigation and probably years of negotiating.
