Also: what is Batman always doing between arcs? Where do we find him at the start of the story, where he spends his day-to-day? ...often stopping petty crime, where he is shown to outmatch his victims (think about the power-dynamic) and handles them trivially.
Caveat that this is a fictional universe written under hundreds of different authors' interpretations, so yes, some Batman's will be better than others, but: So you're saying he upholds the norm of charity solving problems, and not government? And how is that working out for Gotham?
