There’s a pretty major conceptual error here, I think. It can be true that 1) Dems in the aggregate benefit from lower turnout and the least engaged voters are more pro- Trump AND 2) vote by mail for a number of reasons is disproportionately used by Democrats and getting rid of it would hurt D’s.
