Year 5: - Corporations must pay 50% of the market value of any position they outsource/automate into a UBI pool. - Corporations which outsource labor lose the US market value of that labor in tax deductions, and those funds are put towards the UBI pool. - Water & power are municipal nation-wide.

Where I live, a lot of the homes have wells. If you even joke about spraying Round-Up or other poisons on your garden, they'll turn on you and threaten legal action. People in the cities don't know where their water comes from so they are fine with abusing it.
