I honestly don't know how we solve this. My church has provided help for 20+ years. Yet we're often faced with destruction of property (toilets smashed, needles in the playground, etc). It's a spectrum of problems and any one solution won't cure it all.

Actually it's quite well known in Tucson. It's not just someone scratched out an existence in the desert here. It's the southern end of a vast advanced society with engineering skills rivaling or exceeding Incan, Aztec, or Mayan society. The Ho Ho Kam were master irrigation specialists .
