Both. Generally it’s a good practice not to have special characters in a link (the dash is usually acceptable), but most programs will translate characters properly so that if someone includes one, it is handled. That’s why it works in other apps, they accounted for apostrophes correctly.
It has to do with the apostrophe. The ASCII code for it is 39, that’s why that’s in the headline also, so their back end is not making the conversion back and forth properly. Should be a fairly easy fix.
