It looks like word will only access the default speech file from the initial setup. In my case it's English(United States) David,Zira & Mark. I also have Canada and Australia (with Catherine) but word can't access them. I will have to look into the registry to see if there is a workaround
In the windows settings can you choose and preview a voice?
It should be the same for Win 11
In Windows 10, go to Settings > Time and Language > Speech. Scroll down to "Installed Voice Packages" and ensure you have at least one installed. If not, select Add voices and choose one or more from the list. Without one installed text to speech will not function.
