A district court judge is free to do whatever they want, and short of being impeached in the house and convicted in the senate it is not clear there is a constitutional means of doing anything about that. And, given a lawless Supreme Court, maybe they should.
The Supreme Court has abandoned good faith. This destroys the norm. You cannot destroy norms and then complain when other people do not act in a restrained and norm-bound fashion.
It is probably a good norm, and probably the only way the courts can work in an orderly, efficient, or predictable fashion, but like any norm it is predicated on a lot of people believing in it and working in good faith.
This notion of obedience to precedent is not explicitly required by the constitution, which is to say it is a norm people have made up over time.
Another reasonable interpretation is the Supreme Court can overturn whatever it wants, but district courts can continue to rule however they see fit.
The constitution doesn’t actually say much about what “inferior” courts means. District courts have to obey Supreme Court precedent is one reasonable interpretation.
It’s not actually clear inferior courts have to obey the Supreme Court. To the extent there are rules, they are found in article iii of the constitution, and it doesn’t really say a whole lot specifically.
