essentially, legislators are making last minute changes whose impact they donโt fully understand, timed such that people with data to argue against the changes canโt fully prepare a response that makes it clear how much damage is being done

furthermore, this amendment was introduced the same morning it was voted on, over the weekend, with no way to gauge ahead of time how likely it was to pass. advocates who testified on the bill, including the trimet GM, had essentially no time to prepare an argument against the amendment

instead, the legislature has given trimet an additional ~70 million a year for two years, less than is required for a balanced budget. because its temporary, itโs not clear to me that it actually changes the math on service cuts at all

if the increase in the statewide payroll tax was sufficient to cover trimetโs operating deficit, as you might assume if you werenโt in the weeds on this issue, a temporary tax increase would work to delay service cuts until the next long legislative session. this is not what just happened
