The difference is obviously that Streeting does not, in fact, think it unreasonable to call for violence against trans women just for being in bathrooms. Streeting agrees (and has many in the press friendly to him on this) that this is a proportionate response to an intrinsically threatening person.
If you just don't like hate speech laws on free speech grounds I get that, I genuinely do. But calling this an "unintended consequence" of their application very much gives the game away since it's actually a paradigm case of what one would intend by having laws such as ours.
