We start of with our three would be but soon to be heroes, Kari, Shane, and Dustin, depicted as... pretty much total screw ups. They are seen as lacking commitment. And it is giving the feeling that they are almost on the outs at the Wind Ninja Academy.

And what do they do with that misery? Go into video games, make other people miserable. Get mad when they're proven wrong to the point where someone else in their community doxes where a grown ass man lives, to the point where they knew where his fucking daughter took ballet classes.
Man, sometimes you see someone, how they behave and all of that. And you can just do nothing but pity them. You can't even be mad. Just... sad on behalf of what they made themselves. All that wasted potential going into being the most miserable person on the planet.
Never played the game but absolutely know the feeling of loving a character and yet also being absolutely garbage with them LOL

Overall: Power Rangers Turbo was an okay show. It was definitely a time where the popularity of Power Rangers was, understandably, starting to wane and it did feel like there were a good number of missed opportunities. Thankfully, In Space was a much much better show. And saved the franchise.
Carol Hoyt (yes she dual rolled it for 25 episodes) was a more serious interpretation while HST was more comedic and over the top. But, I am giving this a pass because again, no fault of the actors, and HST was on maternity leave. They had to do SOMETHING!
But then... when TJ and crew took over... it's like she BECAME Zordon. So like... what's the point? Another thing I don't like is, again no fault of the actors, but Hillary Shepard Turner was the better Divatox. And I think that I've outlined why before. But I'll do it again.
It was almost as if they were making things up as they go, and whoever was the showrunner (probably Jonathan Tzachor) was like "Eh, fuck it. I don't wanna make her the question lady anymore." I thought her original character was a good twist on the Zordon mentorship.
Dimitria was... inconsistent. And I don't blame Carol Hoyt for this. But, I do not understand why they would make a big deal out of what is basically her defining character trait (that she talks in questions), only to get rid of it in the TJ era of the show.
Things I didn't like: the over-reliance on detonator plots in the first "half" of the series (the Tommy era of the show) was trite and dull. Almost always, you knew it was going to be delayed until the last possible second. And it either never went off, or something happened that negated the blast.
I also really liked the plot involving the Phantom Ranger, resulting in the debut of the Rescue Megazord. I also liked the inclusion of the Blue Senturion, who was basically the de-facto 6th Power Ranger of the series. Senturion was involved just enough that I never missed him.
Aside from that, Adam had the clear connection with Carlos as his Soccer coach, Cassie got to save Katherine, and of course TJ (with Cassie) saved Tommy from the pit of hell. It makes sense overall, that the Power Rangers powers would be passed on so that lives can be lived. (I know. Shush!)
Other things that worked: the Power Transfer from the older generation to the new generation... except maybe for Aisha and Ashley. I feel like more could have been done to establish a relationship between those two in order to justify Aisha giving her powers to Ashley.
And not to mention, a lot of the plots that involve him personally? They actually work. While they do put Justin in High School, they don't go out of their way to give him mid-teen to adult problems regularly. They make him relatable to 12-year-olds. Y'know. Exactly the kind of audience WATCHING?!?!
Sure, he's a 12-year-old kid, and 12-year-old kids can be a bit much at times. But I believe that a lot of his contributions as a Power Ranger are minimized by his haters in order to make a bigger deal out of his character flaws. Many times through the series, he saves their asses.
Overall, I think I would give Power Rangers Turbo a C+. But, probably not for the reasons some people would think. Some people like to blame the inclusion of 12 year old Blake Foster as Justin as the reason that the show wasn't as good. Frankly, having watched this again, I don't get the hate.
Justin watches as the rest of his friends attempt to follow Divatox, not knowing the adventures that would next unfold.
Justin somehow secures the shuttle for the Power Rangers... But he isn't going, deciding that he wants to stay with his dad.
Who woulda thought? A detonator plot that actually worked for Divatox. I guess all it takes is once!

Y'know I do feel it was a missed opportunity that PR Turbo (and Super Sentai by extension) never made use of the Rescue Carriers as an option for a Megazord itself.
