No kidding. I moved to the area in the mid 90s and worked in DC for 20 years. Walked all over freely, and continue to do whenever I come back. In contrast, just spent one night in downtown Salt Lake City and had our car broken into in the hotel-affiliated garage.

For what it's worth, the way Fed jobs are classified, most do not have a positive education requirement (even though it is often a factor in hiring). Only positions like physician and attorney, where you cannot do the job without the education, will show the degree requirement.
