Neal Stephenson had a fun section describing the emergence of scenes as the process of three or four bands playing for each other in shitty bars and basements, the sound escapes containment and draws in people from away who realize there is no scene, just 3-4 bands, and then they start one or leave.

my sister's kids went to a school district where every classroom had one of those old-fashioned closet door shoe organizer. students had their phones in the cafeteria, on campus, in the halls, in assemblies. in the classroom, they'd drop them in the shoe organizer and pick them up on the way out.
but my district were to vote to fund sufficient bus service that my kids would not have been on a bus for over two hours to cover the 7 miles to home, I'd'a said sure, ban phones. in the absence of a public service that can do that job, my kids and I had to handle it by cel & our private car.
the second part... historically if the school informs us it's sent out as a blast- text, cel phone voice call, landline phone call, email. this is great for snow days, when they make the decisions at 430am and send alerts well before 6. midday, my kids could let me know right away. before i left.
while this might not be your experience, as someone who has a job, I take a block of time during the day to go do something? it's a little difficult to ask for another 45 minutes do do afterschool pickup a little later. perhaps someday I will have the luxury of enough free time for uncertainty.

I understand what you're getting at but the difference is what makes punk (or any of the aesthetic sub-schools that have deliberate crudeness or an approach that allows you to see the seams and wrinkles so to speak) is that the holes left by skill are filled by human enthusiasm and conversation.
