I think the fundamental disconnect here is the purpose of the Event itself. In case 1 (Sturgis), the Event is to "have fun w/ friends". The public health warning is simply the "cost" of that fun. In case 2 (death by cop), the Event is a protest against a system that is ALREADY causing death.
