Getting a raise in income and not increasing your lifestyle is the greatest raise you can get towards financial progress. I wouldn't expect him to move, unless he need more space for a larger family.
Sacramento has a rent control of no more than 5% per year + inflation. It has never gone up more than 6% total in a year for me. Sometimes I have no rent increase. A small increase is stable and not a shock to my lifestyle, living in the same place for 10+ years.
