Pearling/accumulation of tiny gas bubbles under the leaf of a hydrophytic plant does occur with high water DO. This can also occur when adding new water, aeration to a tank, a new plant in the water (as you said), or a crazy flatulent frog underneath. All can trap tiny gas bubbles underneath. 🐸😁
