Yes. The current devolved Welsh, Irish & Scottish parliaments are entirely the creatures of Westminster statute, with no inherent authority. Thus entirely subject to the whims of Westminster. A deep constitutional change to embed them would be required to make them any sort of federal states.

I think it would come down to "who will the Guard obey?" in a crunch - and would use of out-of-state Guards make for the possibility of a stand-off? We're some way beyond the normal "obeying the black letter and the courts", so really, it's all in the wind.

Fracking, per se, is not devolved (Scotland Act 1998 Sched 5, D2 "Oil and gas"). But it can still be prevented, even for licence holders, by planning exploiting devolved law.

I braved the city yesterday, traversing from from Haymarket to Waverley, via Castle Terrace (St Marks), Grassmarket, and Chambers St (Jazz Bar). And I managed not to get murderous, despite severe provocation. But really, the Cooncil needs to do something about the pavement widths on South bridge.

We have an excellent set of shared "core paths" in the town, for both pedestrians and cyclists. The local yobbos have taken to tearing up and down them on electric motorbikes. No one, yet, has been injured, but there have a been a lot of scared people.

Oh, I remember; I've still got my very early Ericsson Bluetooth HBH-10 headset (which connected to my T39, so we're talking ~25 years ago). I don't think it made me look any more knobbish than usual.

I have worked places where that was policy. One even mandated that changing the OGM on the internal phones when leaving your desk. Nobody did, obviously.

It's also impossible to overstate how the present public policy paradigm privileges economics over other social science disciplines, even when econ fails spectacularly. I say this *as an economist.* economics is a way of valuing--and undervaluing--the world, and prizes itself first.
