I've advocated for universal health care in the US for decades and would love to have a system like yours. Even in a good system improvements are always possible with thoughtful analysis and user input.

Poorer states still get more federal funds for traditional Medicaid but they still have to partially fund the programs within their states. The minimum is 50%.
How? How is this supposed to happen? States don't "pay" the federal government directly so how are they "keeping their own wealth".

Not expanding Medicaid was states actually turning down federal funds because there's a state match rate. At first feds paid up to 90% for expansion, then over time that rate went down & states would take on more of the funding burden for expanded programs.
Yes. I'd like to hear the logistics behind this proposal, rather than just generic "we'll keep OUR money in OUR state". Explain how that's going to work exactly.
I imagine states would create their own emergency relief funds. Probably run them better than FEMA anyway.
