My overly simplistic view for "crime is bad as ever" folk: An hour local news cast allocates 30 min for local crimes committed. Let's say that covers 10 different crimes. If total number of crimes goes from 500 to 200, they're still seeing same crime coverage. 10 crimes. To them, crime isn't down.
