The answer to an oppressive housing crisis (and that is what we have) is a combination of public housing and an expansion of Section 8 units available to those in need. Private builders could be incentivized to expand building and would also bring in local income to cities in need.
People who are homeless, unhoused, whatever word you like are traumatized and feel unsafe. It takes time to settle and believe. When they do it's like an emotional anvil has been lifted. Experiencing formerly emotionally unwell people find stability is one of the great joys in life.
