I've wondered that for years! It might be SF's link to tech, it might have been the narrower markets (and a roll of the dice that means if you have a guy like Gernsback as a gatekeeper, you're going to get bad work), it might be the unusually long isolation of SF from other genres.
The original Conan stories are a blast! They're entertaining in their own right, and you can really feel the presence of the brilliant and slightly deranged autodidact who wrote them.

Horror, ditto—Poe, Lovecraft, and Jackson are separated by centuries but the horror classics you'd hear about in the '90s is still terrific. Sci-fi might be closer to "literary fiction" in that it underwent a recent massive reevaluation of what's worth reading and what it's about.
And I'll make my position on this clear: I agree. Huge swaths of the old SF literary canon were trash—at best narrowly interesting, at worst incompetent at almost every level. By contrast, fantasy? Yeah, Tolkien and Howard and other "canon" regulars are pretty great!
Continuing to think about this because I actually never made my point, which is that SF has (to put it politely) significantly reevaluated its canon since I was a kid, to the point that listing the old "must-reads" (Heinlein, van Vogt) would probably get you laughed out of the room now

Discussion of classic sci-fi (specifically SF not fantasy/horror) is fun because the "canon" I read as a kid was a mix of stuff I still love (Zelazny), stuff I respect (Asimov), stuff that's fallen out of fashion (Hogan), and stuff so incompetent it's basically been forgotten (van Vogt)
