That's part of why Gavin Newsom lately has been so shocking. He's actually trying to challenge in the public discourse, drive the conversation, and set framing and perception.
Example: There have been people who love the ACA and hate Obamacare. This is why I find it terrifying how Democrats have, for decades, ceded the zeitgeist. There's almost no effort to drive public perception, and they let right wing media do it unchallenged.
Just learned this term now, but to put it bluntly I find it naive. You can deliver all kinds of things, but some portion will be assumed, some will be misattributed, some won't be felt, or will only pay long term dividends. Perception is reality, and right wing disinfo shapes perception.
That's a good way to think of it. It fits my preferred solution of the tolerance paradox. It's a social contract. Pleasure in someone else's death... It's compelling, almost irresistible, and a sip doesn't do much harm, but it's like a poison. If you drink deeply it'll rot you from within.
