This column tries to draw a distinction without a difference. "Cyclists have a right to bike lanes" and "Cyclists have right not to be harmed by the removal of bike lanes" is functionally the same thing. Doesn't this example show why intention is important in the analysis of meaning? If you sighed without realizing that doing so would tell your friend that you are having a bad day (so you didn't intend for him to know it), that is something your friend learned, but it isn't something you meant.

I know the concept, but I am skeptical that it constitutes a genuine category that separates it from "normal" choices. It is a concept that is notoriouly hard to define analytically. Some paths are more uncertain than others, but it seems to me that this is a difference of degree, not of kind.
